Pre-Shipment Inspection and Chartered Engineer Certification

Best MULYANKAN Consultants Ltd (BMCL) is one of the agencies mandated by the Director General of Foreign Trade (DGFT) India, as an independent third-party inspection agency, to issue Pre-Shipment Inspection Certificates.

These certificates are issued at the port of loading to certify that scrap shipments to India are devoid of any Radioactive Contamination and do not contain traces of live or spent shells, arms and ammunition. BMCL deploys DGFT mandated and AERB approved Portable Spectrometer and Radiation Monitors to assess scrap consignment. Presently the approved area of operations for BMCL include United Arab Emirates, Malaysia, Thailand, Singapore. The list of such Inspection Agencies appears as one of the Appendices to the Handbook of Procedures Vol-1 of the EXIM Policy of India.

The Exim policy of India permits second hand Capital goods and Spares to be imported into India subject to certain valuation and residual life parameters. BMCL is also an approved Chartered Engineer by Customs Department at various Sea and Air Ports for this work. The inspections are generally carried out prior to shipment and a CE Certificate is issued regarding the condition and balance life of machinery, current market value for assessment of duty, contents including essential spare parts, etc. It is mandatory to produce this CE Certificate during customs clearance for such goods in India.
